    Junk the Real Terror: An Online Forum on the Anti-Terrorism Act

    The Duterte regime is furthering its dictatorial rule with the most recent Anti-Terrorism Bill. We call on everyone to join Malaya Movement for this most urgent online forum to break it down, what it means for the struggle for democracy and human rights in the Philippines and how we can fight against it.

    PHILIPPINE HUMAN RIGHTS ACT (PHRA)


    ACTION
    Endorse the Philippine Human Rights Act to suspend U.S. military aid to the Philippines until human rights violations are corrected.


    What You Need To Know

    The Philippines has been deemed one of the deadliest countries in the world for land defenders, journalists and trade unionists. According to human rights groups, the number of killings under the current Duterte regime has risen to 30,000.

    However, since 2016, the U.S. has provided $550 million dollars in military aid to Duterte and implemented paltry human rights restrictions and oversight.

    We are calling for the introduction of legislation “To suspend United States security assistance with the Philippines until such time as human rights violations by Philippine security forces cease and the responsible state forces are held accountable.”

    We are asking for your support in becoming an official endorser of this campaign for the suspension of U.S. military aid.

    STOP ARMS SALES TO DUTERTE


    ACTION
    Sign the Action Network letter to pause arms sales to the Philippines during the COVID-19 crisis.


    What You Need To Know

    As Congress is struggling to get up and running after the onset of COVID-19, the Department of Defense is still negotiating arms sales while only giving Congress the pre-COVID amount of 30 days to provide oversight on these deals.

    We need oversight, especially now as the global COVID-19 pandemic has renewed international calls for ceasefires and governmental accountability.

    The usual 30-day oversight window is not enough in these unusual circumstances -- which is exactly why Rep. Ilhan Omar has written a letter asking the Department of Defense to PAUSE arms sales until Congress can provide necessary oversight.

    The proposed arms sales include: tanks, torpedos, attack helicopters and other weapons to the Philippines, Egypt, India, Hungary, and the United Arab Emirates.

    If these arms sales go through, expect to see more:

    1. Extrajudicial killings in the Philippines, where up to 24,000 people have been killed without trial in Duterte’s now infamous War on Drugs.

    2. Mass trials and disappearances of activists and critics in Egypt, where President Abdel Fattah al-Sisi has maintained a nation-wide state of emergency since 2017.

    3. Impunity in India, where extrajudicial killings are going uninvestigated and unpunished in regions still subject to the Armed Forces Special Powers Act.

    4. War in Yemen, where the United Arab Emirates has been transferring US weapons to armed groups engaged in the civil war.

    5. Consolidation of power in Hungary, where Prime Minister Viktor Orban is proposing sweeping emergency powers that would give him the ability to create and annul laws without legislative or judicial review.

    COVID-19 has completely re-oriented our priorities towards public health and safety. We have a duty to be accountable for our actions and how they affect those around us -- and this holds true for the sale of weapons as well.

    JUNK THE ANTI-TERROR BILL

    What You Need To Know

    The Anti-Terrorism Bill blatantly violates expression of freedom and presumption of innocence by:

    1. Broadening what "terrorism" means

    2. Allowing arrests without a warrant

    3. Violating privacy with intensive surveillance

    1. Overly broad definition of "terrorism"

    This broad definition of “terrorism” could tag political activities like mass mobilizations and major protests as terrorist acts through a hasty terror-tagging.

    The right to organize and freedom of expression are criminalized with consequences as harsh as life imprisonment without parole.

    2. Arrests without a warrant

    Warrantless arrests are permitted just from "suspicion of committing terrorism". Those targeted won't be innocent until proven guilty.

    3.Intensive surveillance

    "Suspects of terrorism" are allowed to be put under intensive surveillance such as secret wiretapping or other means of intercepting private communication and data.

    This petition is campaigned by Defend UPLB, an alliance of all student councils, allied institutions, and member-organizations based in UPLB working to forward Academic Freedom, Civil Liberties and Human Rights.

    Key takeaways:

    1. Thousands have been killed since 2016 when the "war on drugs was launched"

    2. 248 killings of human rights defenders, journalists, trade unionists, and lawyers have been documented in the report

    3. Language used to define police operations during ths period encouraged violation of due process (e.g. negation and neutralization or drug suspects). Combined with verbal encouragement from the highest level of government allowed an interpretation for permission to kill.

    4. Examination of 25 police reports strongly suggests that guns were planted on suspects that were killed.

    5. 22 other police reports showed use of cut-and-paste language to describe killing of suspects, which seems to show that police reports were not filled out with integrity.

    6. From these same police reports the serial numbers of guns found on drug suspects that were killed were exactly the same, which suggests the guns were planted to create an illusion of "self-defense".

    7. Access to death threats towards human rights defenders included posters calling them terrorists, are "red tagged" and associated with the terrorist wing of the communist party.

    8. Many of the human rights defenders in these posters were subsequently killed.

    9. Given the failure of domestic remedies to bring perpetrators of human rights violations to justice, The High Commissioner stands ready to assist independent investigation efforts towards accountability at the national and international level.
